
Integrated Final Evaluation and Feasibility Study for Multi-Actor Partnership (MAP) Project

A project review assessing the impact and scalability of multi-stakeholder engagement in sustainable agriculture in Eastern Uganda.
Research Objectives
Conduct an integrated final evaluation of the Multi-Actor Partnership (MAP) Project implemented by SOCADIDO in Uganda
Assess project effectiveness, efficiency, relevance, and sustainability against stated objectives
Evaluate the feasibility of proposed follow-on interventions based on evidence from the current project phase
Provide actionable recommendations for future programme design and stakeholder engagement
Methodology
The integrated evaluation combined a final evaluation of the MAP project with a feasibility assessment for future programming. Mixed methods included household surveys with beneficiary and comparison communities, key informant interviews with project staff, local government officials, and community leaders, and focus group discussions with women's groups and producer associations. A theory of change review assessed the logic and assumptions underpinning project design.
Key Findings
The MAP project demonstrated strong outcomes in agricultural productivity and market linkages for participating smallholder households. Community-level sustainability mechanisms including savings groups and producer associations were functioning effectively at endline. The feasibility study identified strong community demand and organisational capacity for a follow-on programme with expanded geographic coverage and a stronger gender and nutrition lens. SOCADIDO subsequently secured funding for a second programme phase based in part on this evidence.
