Methodology
The technical evaluation combined quantitative household surveys with qualitative methods including key informant interviews with agro-dealers, district officials, and programme staff. Administrative data from the programme management information system was analysed alongside primary field data. Mystery shopper exercises assessed input quality at redemption points across multiple districts.
Key Findings
The e-Voucher programme demonstrated strong targeting accuracy with the majority of beneficiaries falling within the intended smallholder category. However, significant variation in redemption rates was observed across districts, linked to proximity to agro-dealers and mobile network coverage. Recommendations for digital platform improvements and agro-dealer capacity building were adopted by the programme management unit.
